New York ELL Newcomer Materials for Grades 2–6 Classroom Teachers
New York ELL Newcomer Materials for Grades 2–6 Classroom Teachers
If you are a New York classroom teacher with a newcomer English language learner in Grades 2–6, the ESL Newcomer Curriculum Bundle gives you nine resources for everyday English: places in town, the simple present and past, pronouns, word families, time and calendar, vocabulary and grammar practice. It supports the ELL services your district provides under CR Part 154; it does not replace them. $79.99.
See the newcomer resourcesThe ESL Newcomer Curriculum Bundle ($79.99) is built for teachers who receive a new English learner. It contains In the Town: Places & Directions, Simple Present, Simple Past, Pronouns & Possessive Determiners, Exploring Word Families, Time & Calendar, a vocabulary trainer set for Grades 1–4, and two grammar practice packs. It is English-only classroom material, not a CR Part 154 program and not a bilingual curriculum.

The real problem
What Part 154 sets up, and what it leaves to you
Under CR Part 154, a New York district must open a bilingual education program when it has 20 or more ELLs in the same grade with the same home language. In New York City, the ASPIRA Consent Decree sets lower thresholds. Below those numbers, a newcomer may be the only speaker of their language in your room, and their English support comes through the district's ELL program. For much of the day, though, the student sits with you. That is where it gets hard for a Grade 3 or Grade 5 teacher. The class moves on with fractions and chapter books, and the newcomer needs basic words for the classroom, the street and the calendar. Copying a few worksheets is not enough, and a classroom teacher rarely has time to build a parallel English course. The newcomer needs short, structured tasks that build everyday language, can be done while the class works on something else, and connect with what the ELL teacher is doing. The classroom teacher needs materials that do not require training as a language specialist and that a newcomer can start on the first day.
Why it fits
Where the bundle fits in a New York classroom
Use these resources in the hours when your newcomer is with you rather than in ELL services.
- In the Town: Places & Directions gives newcomers words for getting around school and the neighborhood.
- Simple Present: My Everyday Life lets students describe their routines in short, useful sentences.
- Simple Past: Stories About Yesterday helps students tell what happened, at whatever length they manage.
- Time & Calendar supports a newcomer who is trying to follow the class schedule and school dates.
- The vocabulary trainer set for Grades 1–4 gives younger newcomers daily word practice they can do alone.
- Two grammar and punctuation packs, for Grades 1–3 and Grades 4 to 6, match practice to age.
Getting started
The first weeks with a newcomer
A suggested sequence for a classroom teacher. Coordinate it with your school's ELL teacher so the work does not overlap.
- Talk to the ELL teacher firstFind out what the student is learning in ELL services and which language areas come next. Pick bundle resources that support that work rather than compete with it.
- Start with town and timeIn the first week use In the Town and Time & Calendar. They give the student words needed right away: where things are in the building and when things happen.
- Add daily vocabularySet a short, fixed slot for the vocabulary trainer or word families every day. A predictable routine helps a newcomer who cannot yet follow spoken directions. Keep it at the same time every day.
- Build sentences in the presentMove to Simple Present: My Everyday Life and Pronouns & Possessive Determiners. The student begins to write simple sentences about themselves and the class. Short daily writing builds confidence.
- Move to stories about the pastUse Simple Past: Stories About Yesterday when the student is ready. Let them choose what to write about; some newcomers want to share where they came from, others do not.
What to buy
Choosing between newcomer and literacy materials
For a classroom teacher with a newcomer in Grades 2–6, the ESL Newcomer Curriculum Bundle at $79.99 is the main buy; the nine resources cost $159.91 separately. Once the student has everyday English and needs grade-level grammar, writing and phonics, the Grades 1–6 Literacy Skills Curriculum ($49.99, parts $95.76) is the next step. For a single Grade 3 learner, the Grade 3 ELA Pack ($13.99) is a smaller option. The Learning at Home Bundle ($79.99, parts $119.96) holds parent guides with workbooks for families supporting learning at home in Grades 1–4.
Honest limits
What this bundle is not
This bundle is not a CR Part 154 program, not a bilingual education program and not a replacement for the ELL services your district must provide. It was not written for New York and has no New York standards codes, so check it against your district's ELL plan and the state's requirements. All materials are in English, with no home-language support. You print and organize them yourself. If several teachers or an ELL department want to use it, contact Teach Lessons first. If it is not the right fit, exchange it within 7 days for store credit of equal value.
Good to know
Frequently asked questions
Does this bundle meet CR Part 154 requirements?
No. CR Part 154 sets out what districts must provide for ELLs, including bilingual programs when the threshold is met. This bundle is classroom practice material. It is not aligned to, reviewed under or approved under New York regulations or any district plan. Use it alongside your district's ELL services and ask your ELL coordinator how it fits.
Can I use it with a student who speaks no English at all?
Yes. The resources start with everyday language: places, routines, time and basic grammar. A student with no English will still need plenty of support from you, classmates and the ELL teacher, especially with instructions. Pictures, gestures and a classroom buddy help more than any worksheet.
Does it include materials in Spanish, Chinese or other home languages?
No. Everything is in English. Where a district runs a bilingual program under Part 154, home-language instruction comes from that program. This bundle covers English practice in the general classroom. If your student's family reads in another language, ask the ELL teacher or the district which home-language resources are available, and use this bundle for the English practice that runs alongside them in your classroom.
Which resources suit Grade 2 and which suit Grade 6?
The vocabulary trainer set is for Grades 1–4 and one grammar pack is for Grades 1–3, so younger newcomers have the most direct fit. Students in Grades 4 to 6 use the second grammar pack. The topic units, such as In the Town and Simple Past, work across the whole span.
I teach in New York City. Is anything different?
In New York City, the ASPIRA Consent Decree sets lower thresholds for opening bilingual programs than the rest of the state uses. That affects which programs your school runs, not how you use this bundle. It remains supporting classroom material in either case. Your school's ELL staff can tell you which program applies to your student.
