Texas HB 2 and Uncertified Teachers: Structured Reading Packs, Grades 1–6
Texas HB 2 and Uncertified Teachers: Structured Reading Packs, Grades 1–6
Texas HB 2 bars uncertified teachers from K–5 reading and math classrooms starting in 2026–27, so many campuses are reshuffling who teaches reading and who supports it. The Grades 1–6 Literacy Skills Curriculum gives whoever takes on that work 24 structured packs in grammar, writing prompts, phonics and reading comprehension, one set per grade, for $49.99.
View the 24 literacy packsThe Grades 1–6 Literacy Skills Curriculum costs $49.99; its 24 parts cost $95.76 separately. It contains grammar, writing prompts and phonics or word study for every grade from 1 to 6, plus six reading comprehension stories. It does not make anyone eligible to teach reading under HB 2. It gives certified teachers, intervention staff and tutors ready practice material while campuses reassign roles.

The real problem
What HB 2 changes in elementary reading
HB 2, passed in 2025, bars uncertified teachers from K–5 reading and math starting with the 2026–27 school year and from all core subjects starting in 2027–28. Districts may apply to TEA for a waiver that delays the requirement. Before the law, many districts relied on uncertified teachers to fill vacancies, so the change touches a lot of elementary schedules. Campuses respond in different ways. A certified teacher may pick up an extra reading block or a split class. An uncertified colleague may move into a support, tutoring or non-core role. Intervention staff may take on more small groups. Each of these people needs reading material that is ready, clearly sequenced and pitched at the right grade, often for more than one grade at once. A teacher who suddenly has third and fourth graders together, or a tutor pulling groups from Grades 1 through 5, cannot spend evenings building grammar and phonics practice for each level. Structure helps everyone in that situation: the same kind of pack in every grade, so anyone who picks it up can see what comes next.
Why it fits
Where the 24 packs help on an HB 2 campus
The curriculum repeats four strands across six grades, which suits staff whose work spans several levels.
- A grammar pack for each grade lets a teacher of a split class match work to every student.
- Writing prompts run from Grade 1 sentence practice to Grade 6 editing tools, a clear progression.
- Phonics and word study moves from phonological awareness in Grade 1 to roots and prefixes in Grade 6.
- Six reading comprehension stories give small groups a shared text with questions to discuss.
- Tutors and intervention staff can pull a lower grade's pack for students reading below level.
- One download covers six grades, useful when a reading role spans several grade levels.
Getting started
Using the packs during the transition
A suggested plan for a reading teacher or intervention lead. Your district's HB 2 decisions, waiver status and adopted reading program come first.
- Confirm your role and the district planAsk your principal who will teach reading next year, whether the district applied for a TEA waiver, and which core reading program is in place. The packs support that program; they do not replace it.
- Map packs to the grades you serveList the grades in your classroom or caseload, then pull the matching grammar, writing and phonics packs. Keep the pack one grade below on hand for students who need it.
- Use the stories for small groupsGive each small group a reading comprehension story, read it together and work through the questions. Six stories across the grades give you options for mixed groups.
- Set a weekly skills rotationOne option: grammar early in the week, phonics and word study midweek, writing prompts at the end. A steady rotation makes it easier for a newly assigned teacher to stay organized.
- Talk to Teach Lessons before sharingIf several reading teachers or tutors on your campus want to work from the same copy, send Teach Lessons a short message first to arrange team use.
What to buy
All six grades, or one grade pack?
Buy the Grades 1–6 Literacy Skills Curriculum ($49.99, parts $95.76) if you serve more than one grade, which is common in intervention and split classes. If you teach a single grade, a grade pack costs less and adds a few extras, such as a vocabulary trainer in the Grade 1 ELA Pack ($12.99) and the Grade 3 ELA Pack ($13.99), or a second story in the Grade 5 ELA Pack ($13.99). For students new to English, the ESL Newcomer Curriculum Bundle ($79.99, parts $159.91) covers everyday English, simple present and past, pronouns and vocabulary for Grades 2–6.
Honest limits
What this curriculum is not
It is not a TEKS-based program and was not written for Texas. There are no TEKS codes, no Texas-specific content and no connection to HB 2 or certification, so check it against the English language arts and reading TEKS and your district's adopted program. It has no kindergarten pack. It does not certify anyone or change who may teach reading. You still plan the schedule, print pages and assess students. The license covers your own teaching; campus-wide use needs a short message to Teach Lessons first. Within 7 days you can exchange it for store credit of equal value.
Good to know
Frequently asked questions
Does this match the TEKS or help with HB 2 compliance?
No. It is not aligned to, endorsed by or approved under the TEKS, TEA or any Texas program, and buying it has no effect on HB 2 compliance or certification. It is a general Grades 1–6 literacy resource. Compare it with the English language arts and reading TEKS and your district's program, and take staffing questions to your district.
Can an uncertified staff member use these packs?
The packs are teaching materials. HB 2 concerns who may teach K–5 reading and math classes, not which materials are used. How an uncertified staff member may support students under the new rules is a question for your district, and the packs can be used by whoever the district assigns to that work. Ask your principal before planning around a specific role.
Does it include kindergarten?
No. HB 2's reading and math rule starts at kindergarten, but this curriculum begins at Grade 1. Kindergarten teachers and tutors working with kindergarteners will need other materials, so check the grade range before you buy for a K–5 team, and look elsewhere for kindergarten phonics and early reading.
Will this work alongside our district reading program?
That is the intended use. Treat the packs as practice and small-group material next to the core program. Check with your reading coordinator so the skills you practice follow the sequence your district already teaches and do not jump ahead of it or repeat skills students have mastered.
Which reading stories are included?
There are six: Daisy the Brave Little Duck (Grade 1), Mia and the Moonlight Garden (Grade 3), The Secret Garden Door and Mia and the Magic Kite (Grade 5), The Lighthouse Mystery (Grade 6), and The Mystery of the Missing Map, which also appears in the Grade 4 ELA Pack. Each story comes with comprehension questions.
Can our whole campus share one copy?
The standard license is for one teacher's own use. For a reading team, intervention department or campus, send Teach Lessons a short message before buying or sharing to ask about team use. Files may not be posted publicly or uploaded to an open drive, even inside a district.
