Ohio K–5 Literacy and Math Resources: Phonics, Handwriting, Fluency and Grade 3–4 Math

Short answerFor Ohio K–5, the units that fit best are the Kindergarten oral sound routines and Grade 1 decodable stories for the science-of-reading approach HB 33 requires, the manuscript and cursive sets for handwriting, a Grade 3–5 decoding intervention for the Third Grade Reading Guarantee, the Grade 4 fluency passages and two Grade 3–4 math units. They support Ohio's Learning Standards as supplements only.

Ohio's Learning Standards for English Language Arts are changing. A 2026 revision for K–8 adds a Writing Foundations strand covering spelling and handwriting; 2026–27 is a transition year and implementation starts in 2027–28, with the 2017 standards in use until then. Reading instruction is already shaped by HB 33 (2023), which requires science-of-reading curricula and bans three-cueing (ORC 3313.6028), and by the Third Grade Reading Guarantee. The eight units below cover sounds, decoding, handwriting, fluency and Grade 3–4 math. The Ohio overview lists everything else for the state.

The state picture

HB 33 and the Third Grade Reading Guarantee

HB 33 requires Ohio schools to use curricula built on the science of reading and bans three-cueing, so students are no longer taught to guess a word from the picture. The Third Grade Reading Guarantee keeps the pressure on decoding by Grade 3. Phonemic Awareness Daily Routines gives Kindergarten 36 weeks of oral sound work. Decodable Readers Grade One gives Grade 1 students twenty stories built only from taught patterns. For the students who reach Grade 3 still struggling with longer words, Multisyllabic Word Decoding and Morphology runs 30 lessons on the six syllable types, prefixes, suffixes and flexible decoding.

Your district curriculum stays the core; these units add practice and intervention time.

Handwriting

Handwriting and the new Writing Foundations strand

The revised ELA standards add handwriting under Writing Foundations from 2027–28. Whether that strand names cursive, and what your district currently requires, is worth checking before you plan: read the revised document and ask for your district's handwriting requirement. Either way, Manuscript Handwriting K–1 covers basic strokes and every print letter for Kindergarten and Grade 1, and Cursive Writing Grades 2–3 teaches cursive by stroke family, then joins and capitals, if your school includes cursive. The 2026–27 transition year is a good time to try both.

Fluency and tested grades

Ohio's State Tests, fluency and Grade 3–4 math

Ohio's State Tests cover ELA and math from Grade 3 and science in Grade 5. In Grade 4, fluent reading and fast access to multiplication facts carry most of the year's work. Reading Fluency Passages Grade 4 gives 24 passages, each with a meaning check, so speed never becomes the goal by itself. Multiplication Fact Fluency teaches the Grade 3 facts from strategies and arrays, and Multi-Digit Multiplication and Division moves Grade 4 students from the area model to partial quotients under Ohio's Learning Standards for Mathematics. These units are not test prep.

How to use it

A practical order for the year

  1. Start with sounds. One oral routine a day, five to eight minutes, in Kindergarten.
  2. Follow your phonics sequence.Hand out a decodable story only after its pattern has been taught.
  3. Make handwriting daily.Ten minutes, four or five days a week. Use the manuscript set in Kindergarten and Grade 1. If your district teaches cursive, start when print letters are automatic, usually in Grade 2 or 3.
  4. Pair fluency with meaning.Partners read a passage twice, then complete the meaning check.
  5. Facts before multi-digit work.Teach the Grade 3 strategy lessons in order. In Grade 4, keep the area model available until students can explain partial products, then use the algorithm bridge.

Questions teachers ask

Frequently asked questions

Are these resources aligned with the Ohio standards?

We do not claim alignment, approval or endorsement by Ohio or any district. Each unit sits closest to the skills its US grade usually covers, so compare the lesson list with your own standards.

Do these units fit the HB 33 ban on three-cueing?

Yes. The decodable stories use only taught patterns and the routines never ask students to guess from pictures. They are supplements, though, not the science-of-reading curriculum HB 33 requires your district to adopt.

Is cursive required in Ohio?

Check your district's current handwriting requirement and the revised ELA standards. The new Writing Foundations strand covers handwriting from 2027–28, and the cursive unit works whether cursive is required or chosen locally.

Can I use the decoding intervention for Reading Guarantee students?

Yes. The 30 lessons follow a model, practice and transfer pattern and suit small groups. They do not replace a student's reading plan, but they give you structured lessons to use within one.

Will the PDFs print on US Letter?

Yes. They are A4 and print on US Letter with fit-to-page. Each unit also has an editable DOCX and PowerPoint.
