The planning problem
Why does scheme-of-work planning eat a September?
A blank scheme takes longer to fill than anyone budgets for. Panel heads spend the first two weeks of term writing lesson objectives instead of teaching them, because a scheme built from scratch needs sequencing, resourcing and differentiation worked out before the first lesson happens.
